There are several states that do not have an administrative code at
all. In Idaho, for example, the different agencies publish their
rules and regulations on their own schedule in their own format. To
keep a comprehensive set, you must correspond with every agency
separately. The Idaho State Law Library and the University of Idaho
College of Law Library collect them all, but they are the only two
comprehensive collections I know of. I understand they are finally
planning to come out with a code this year, however, which will be a
welcome development for us in the Northwest.

According to BNA's Directory of State Administrative Codes and
Registers (1993), the following states do not currently publish a
code:

  Arkansas (*)
  Delaware
  Hawaii
  Idaho
  Mississippi (**)
  New Mexico (*)
  Virginia (*)
  Wyoming

  (*) Publishes a register
  (**) Used to publish a register, now defunct
  
WESTLAW includes the following state administrative codes:

  California (*)
  Florida
  Indiana
  Pennsylvania (*)
  South Carolina
  Texas (*)
  Utah
  Washington
  
  (*) Also includes register
  
LEXIS covers the following states:

  California
  Florida
  Indiana
  Kansas
  Minnesota
  Ohio
  Pennsylvania
  Texas (*)
  Utah
  Washington
  
  (*) Register only
  
I can't say there *ISN'T* a CD-ROM publication of all states'
regulations, but my guess would be that if the online giants are only
covering eight or ten states each, it will be a while before any
such beast is available.
