    Well, come on now, Michael, no one seems to believe that a committee
staffer dreamed this up on his own! I think that everyone knows which
company lobbied to get the "West" provision (the name used by the
Chairman) into the bill. What people don't know is
who actually asked for it to be put into the chairman's mark. As the
democrats said, its quite amazing if Kevin Sabo has this kind of
independent power. Most people think he is just covering for someone who
doesn't want to be associated with the provision.

   Yes, but citizens like to know who is supporting legislation. That's
why we make the votes public, and thats why the mark-up's are public.
Here we have a provision in Clinger's bill that Clinger claims he didn't
know anything about, and that no member of congress will admit putting
in the bill. seems odd to me, and it seems odd to many others, which is
why the press is writting stories about it.
