For information re treatment, sentencing, rehabilitation, etc. of South
American prisoners, besides contacting Amnesty International and Americas
Watch, you might also want to contact (or read the publications of) the
following United Nations bodies:

United Nations Congress on the Prevention of Crime and the Treatment of
Offenders;

United Nations Department of International Economic and Social Affairs,
Statistical Office and Centre for Social Development and Humanitarian Affairs;

United Nations Working Group of Experts on the Standard Minimum Rules for the
Treatment of Prisoners.

There's also a United Nations Interregional Crime and Justice Research
Institute and an International Criminal Police Organization (they publish
_Statistiques criminelles internationales_).

You can get some phone numbers from the _United Nations System of
Organizations and Directory of Senior Officials_ (New York: United Nations,
1991).

You might also want to post this reference request to INT-LAW@UMINN1 (or
INT-LAW@vm1.spcs.umn.edu). It's a list for foreign and international law
librarians that has worldwide membership. The INT-LAW is a good resource for
these types of questions.
