Amnesty International tracks the treatment of prisoners worldwide, so I would
start by checking Amnesty International's Annual Report. There's also the
Department of State's _Country Reports on Human Rights Practices for..._
(published at a Committee Print every year by the U.S. Government Printing
Office). You could also call Amnesty International or Americas Watch, both
human rights organizations.
This is off the top of my head--there might be non-human rights sources with
