In trying to get a draft of the Health Care proposal for a professor, I
called a member who served on the committee. He told me that there are
strict security protections on the draft and that one would not be available
prior to the 22nd. He said there is some fine tuning going on right now and
President Clinton does not want copies circulating before it is in final form
and he makes his presentation. He also said he could not even release their
working papers for fear the Secret Service would be on his doorstep the next
day! He did indicate though that at some point after release of the
proposal, the policy papers will also be made available to the public.
