The _Directory of Successful Law Publishing_ lists journals
that have special issues, or regularly devote issues to special
topics. Roy Mersky has a book out called something like
_Author's Guide to Journals in Law and Criminology_. I think
Eleanor deLashmitt also did a book for Rothman listing
special journal issues, I think.
