I am posting this response to the LAW-LIB list and L. Louis-Jacques.
You should be aware of the "Directory of Government Document
Collections and Librarians," 6th edition, a joint publication of the
Government Documents Round Table (GODORT), ALA, and the Congressional
Information Service (CIS), edited by Judy Horn, and co-edited by
Joanne Donovan of our UCSD staff in documents.
Though the document collections indexing could be better, you can look
up "international documents," and "foreign documents," and see who's
got what --in general. There are codes for collection strength
(extensive, moderate, limited) --sounds like you only want to know the
extensive collections.
While I admire your objective, I think it's a huge task to tackle
alone. Once you do this much research, why not published it somehow,
somewhere so we can all benefit? Or, perhaps persuade some publisher
or author now in the list business to improve their work to meet your
needs?
Your I&R goal (refer your patrons to the best) is admirable, but
sometimes just plain networking, using the lists, calling around, will
be what works for the best referral.
