Statistics for reports

I am trying to write guidelines for counting government documents, in
order to have more meaningful statistics for ABA and ARL reports. What
do other libraries count? E.g., do you count each treaty in TIAS?
Monograph? What about slip opinions or slip laws? Do you count each one?
Do you deduct each when the advance sheet arrives? How about Background
notes or IRS publications. It seems reasonable not to count the new ones
unless there is not
an older edition to replace? CFR? We do keep the older edition, so it
seems reasonable to count the new volumes and eventually deduct if we
discard some later on. Any other special circumstances?
