laws from Baja California

A lawyer in Vancouver, B.C. is looking for the following:

The law in the state of Baja California (Mexico) dealing with defaulting on
a condominium's mortgage (and possible resulting foreclosure).

I have consulted the foreign law database of the Library of Congress and
the LC catalogue. The following two books look like they might have the
answer but there are no Canadian locations:

Leyes y reglamentos de Baja California
La Mesa, B.C. : Cardenas Editor y Distribuidor, 1992

or

Codigo civil para el estado de Baja California
Mexicali, B.C. : Busca Editores, 1993

If anyone has the above or any other sources for the state of Baja
California, could they check if they might answer the lawyer's question?

I also tried the Mexican consulate and trade commission.
