Does anyone out there know where I can find something called the Forest
Service Manual? It is referenced in a 10th circuit case, Sabin v. Butz,
515 F.2d 1061, 1063. It is referring to Section 2721.61e of the Forest
Service Manual. I did a quick search in the Federal Register and didn't
find anything. Can anyone help? Thanks.
