Publisher questions

I have two questions that some one out there may be able to help me with,
I hope.

1. After a newspaper goes belly-up and there is no known successor, who
owns the copyright? Ie., if we wanted to cite to an article in a paper
that is perhaps 40 or 45 years old and, we beleive, no longer exists, who
do we contact for copyright permission?

2. Has anyone ever heard of a publisher called Bowmar/Noble in De Soto,
Texas? Does any one have a phone number for the company? The number is
not listed in BIP.
