A month later Secretary Christopher said "The outcome on February 11 was wit
hout precedent...Both the President and the Prime Minister made a deliberate de
cision not to paper over our differences."(Mar.28, 1994 Dispatch p.173)
All efforts to locate the "common agenda" which was "embraced" on Feb 11 hav
e proved fruitless. The "framework"(July 12, 1993 Dispatch p.494) is not the a
genda, near as we can make out.
Thank you in advance for any help on this historic "agreement not to agree"
specifically, the mysterious "agenda... embraced" on this date.
