"Quebec flag" query

A colleague at a court library in town asked me to post this
question. She's exhausted her resources and hopes not only
to get an answer but also ammunition to use with her admins
to justify Internet access (i.e., "if we had access now, you'd
have had the answer already, because those Law-Lib people help
each other out").

Anyway, here's the question: a law clerk reading up on
some maritime cases came across a reference to a yellow "Quebec
flag" that didn't make sense. Does this mean anything to
anyone out there? He thought it possible stood for "quarantine"
but couldn't verify that. Answers and reference sources would
be most appreciated.
