What you are asking for does exist. The Serials Industry Systems Advisory
Committee (SISAC) has established a Serial Item and Contribution Identifier
(SICI).

One application of the SICI is is to use it in the SISAC bar code symbol for
serial check-in and circulation. Several law librarians have worked with SISAC
to inform legal publishers and law review editors of this feature. It is slow
work to convince them that this is important.

AALL has a representative to SISAC. This liaison function was ably performed
by Norma Feld of Yeshiva for three years. Recently Nona Watt of Indiana
assumed this responsibility. You can read more about this in two issues of the

no.1, Sept. 1993, p.26-27.
