In SD we have a statute which says that failure to return library books
constitutes theft. And given the cost of many of our materials, it
may constitute felony theft. You might try a large poster saying that
stealing books is a crime citing the statute and AG opinion if you
have one. We include such a statement in our letters when we try to
get back long overdue books.
