Powers of municipal authorities to regulate underage strippers

I have been asked to find any U.S. articles, conference papers, etc.,
which discuss the power of municipal authorities to prohibit stripping or
nude dancing by persons who are under the age of majority. He's looking
at this issue from a constitutional angle (freedom of expression,
discrimination, etc.).

I have checked LegalTrac and the ALR's without success (yes - it's true).
Anyone out there have any suggestions?
