Interesting that you should offer this suggestion, because this is
one of the ways that people are considering addressing the older case law.
Of course, if the courts ruled that West does not "own" the page numbers
from the NRS, then the older cases would be referenced with the standard
West cite. It is West's insistence that it not only owns the citations,
but that it can decide who can enter the publishing businesses, that is
causing this movement away from the current system.

I don't think it is important to speculate what motivates Professor
Berring. Would you agree that it would be helpful if he would answer a
highly relevant question about his widely circulated (by West) study of
the issue? That is, aren't you the least bit curious whether or not
Professor Berring's study considered rules for out of jurisdiction citations?
