The work to which you refer is called the Federico Commentary on the
Patent Act of 1952. It is contained in 35 U.S.C.A. (1954 ed.). I believe
it was also issued as part of a pamphlet on the Act provided with
U.S.C.C.A.N. Most libraries threw away this pamphlet, which was not bound
into the regular volumes. Not to fear! however, it has recently been
reprinted in 75 J. of the Patent & Trademark Office Society at 161,
(March, 1993).
