JURIS - WHO "OWNS" WHAT
(Detailed ownership of files given below)
Several individuals have asked for additional information
regarding who "owns" which files in the JURIS database. This is
an issue of some confusion, even at the Department of Justice
(DOJ), due to the overlapping methods used to gather data, before
and after the West contract.
To understand the issue, it is helpful to review the
original development of JURIS. JURIS was created in 1971, but
its roots are even earlier, dating back to a U.S. Airforce
computer assisted legal research program called FLITE (finding
legal information through electronics), which began operation in
1964. We believe that FLITE had been developed for the Airforce
under a 1961 grant to the University of Pittsburgh. (These

In contrast, LEXIS was started in 1973, and WESTLAW was
started in 1975. West's contracts with DOJ for JURIS began
around 1983 (as best we can tell). So, it would seem that DOJ
must have considerable data that it "owned" prior to the 1983 and
1988 West contacts.
DOJ has provide some publishers with its list of what West
claims to "own" (through its contract rights) and what is in the
public domain. That list is given below.
