Under Section 405 of the Trade Act of 1974 (19 U.S.C. 2435), the
President of the United States has authority to enter a trade agreement
with nonmarket economy countries making them eligible for
most-favored-nation (MFN) treatment, and makes a report to the Congress.
For more information about China MFN status, you can check with the U.S.
Trade Agreement with the PRC in 1979 also.
