Among the many points that Michael Trittipo has ignored in his posts
on behalf of his client, West Publishing, is that the West provision
would apply to all government information manipulated by anyone,
including work done by contractors to the government, who are funded by
the taxpayers 100 percent. [As an aside, today LEXIS indicated
that it supported the West provision, because they might see some
benefit for themselves, perhaps as contractors for the EDGAR project,
when the contract is renewed and rewritten....]

Moreover, as an expert on intellectual property rights and someone
intimately involved in HR 830, can Mr. Trittipo respond to Alan Sugarman's
point that the bill would prevent a government agency from buying a
product from him that had the West page numbers, even if he clearly had
the legal right to use the numbers under the copyright law (an issue he
is litigating in New York)?
