OPM health policy

I have an article from the National Underwriter Life and Health
Financial Services edition of Sept 26, 1994 which states that the
office of Personnel Management is expanding the Federal Employee
Health Benefits Program to cover, among other things, bone marrow
transplants for Myeloma. Can anyone give me a cite to, and/or fax me
a copy of, the OPM document announcing, or the regulation
implementing, this?

I am also looking for any Medicaid standard or Health Care Financing
Administration Guidelines relating to the use of bone marrow
transplants for myeloma.

I am doing this search for a fellow librarian who is desperately ill
and whose self-insured public sector employer is refusing coverage of
bone marrow transplant on the ground that it is still experimental
for myeloma and not among the procedures approved by the governmental
bodies or Medicaid guidelines.

Any help given here could save a life. Thanks in advance.
