The Mexican Foreign Investment Act of 1993 was translated and published
in the January 1994 issue of International Legal Materials (Vol. 33 No.
1). I'm pretty sure that ILM is somewhere on LEXIS, but I can't remember
the library or file right off hand.
If it's not on LEXIS yet, you could always get it on ILL from any law
school library or one of the larger law firm libraries.
