I don't know of an online source, but I do have the hardcopy of what I
believe is the most recent draft version. It's entitled "Independent
Guarantees and Stand-By Letters of Credit". The document number is
A/CN.9/WG.II/WP.80 and it is dated 12 October 1993. If you are really
desperate, I could be persuaded to fax it. It's only 12 pages long.
