We use "The Handbook of Toxic and Hazardous Chemicals and Carcinogens"
published by Noyes. It lists all of the first part plus a list of states
that regulate the chemical, spill handling, harmful effects, protective
methods, shipping requirements and so on. Since the emphasis is on
dangerous chemicals, rather than listing products and common uses they have
a section called "potential exposure" which gives similar information.
Noyes has another entitled "Hazardous Chemicals Data Book" which is in
quick-reference chart form, although the type is tiny.
For more general chemical information we use Hawley's and Merck's. Patricia
Barth, McCutchen, Doyle Brown & Enersen (DC office).

I have an attorney looking for a "dream book" that would have the
following information in one place:
list of chemicals by name, by CAS number, and common name if different.
Also, to serve as sort of an encyclopedia of chemicals, describing their
common uses, the products they are in, types of industries using them, etc.
The first part seems to be what a new Environmental Law Index to
Chemicals, from Government Institutes, seems to be.
any suggestions for the encyclopedia part? short of a chemistry textbook?
