Subject: 6/8/95 BUDGET UPDATE The state budget has been adopted;
negotiations are over. Passed are a budget bill outlining the dollar
allocations for state operations (which includes the state library); a
local assistance bill (700 pages long) outlining funding for local
programs, and a 1600-page Article 7 document which provides bill language
describing all of the allocations.
LOCAL LIBRARIES AND SYSTEMS will receive the $81.3 million proposed in the
Governor's budget.
The NEW YORK STATE LIBRARY received:
--a portion of $600,000 in additional funding for staff (to be shared
with the State
Museum)
--$500,000 for the Research Library acquisition budget
--possible additional dollars in rollover money for the state library
acquisitions budget.
State Education Department budget personnel are analyzing the
1600-page Article 7
document for language authorizing the expenditure of rollover money.
The Legislative session is expected to end June 15. Legislators will be
back in Albany in September.
THANK YOUR LEGISLATORS. Ensure that many letters are sent thanking
legislators for maintaining support for local libraries and systems, and
restoring partial funding for the New York State Library.
A state senator quoted in the June 2 New York Times predicted that next
year's budget negotiations will be war. STAKE OUT THE LIBRARY POSITION
EARLY. Make contact with your legislators now. Invite your legislators to
visit libraries while they are home from Albany. Demonstrate what
libraries are doing and could be doing. Let me or Susan Keitel (New York

that every legislator sees a library this summer.
