I don't know about your hallucinations, but there is a blue book like you
have described. We have a copy -- with a missing title page. The title
off of the cover of the looseleaf is: Shepard's Citations to New York
Codes, Rules & Regulations, with Annotations. And on the spine it says
"Shepard's" and "McGraw Hill". So I guess Shepard's was the publisher. I
say was because our copy hasn't been updated since 1985!
But if it went beyond 1985, I'd sure like to know.
