I found the reference in title 3 of CFR (1938-1943 compilation) under the
index heading Fair Employment Practice Committee. It is EO 8802 where
FDR says "it is the duty of employers and of labor organizations...to
rpovide for the full and equitable participation of all workers in
defense industries without discrimination because of race, creed, color,
or national origin...", page 957 of source.
