I haven't seen this new telnet service announced on the Net yet,
but perhaps I haven't been lurking in the "right" corners.
Bernan UNIPUB, a distributor of U.S.G.P.O. publications, has a
telnet site -- telnet to kraus.com, login as gpn, and register to
use the system.
You may have to play with your computer's emulation to make this
work for you, but once it works it's rather spectacular. Bernan
has made GPO, HMSO (British government), and European Communities
publications available for searching. The files do NOT contain
the complete text of the publications, but contain sufficient
information for locating references which you can then take to
your local friendly government library or bookstore.
Furthermore, the files contain abstracts of the documents.
