Editorial enhancements to work product file

We have been going through the throes of talking about a new work product
retrieval system. We are converting to Soft Solutions which, I hope,
will solve the collection problem. One of the senior partners
leading this charge, to get a work product system that works, feels
that a free text search and/or editorial enhancements in a comment
section taken from the text itself (NOT assigned from a fixed thesaurus)
will not create the precision in searching that we need. He is advocating
the addition of terms from a fixed thesaurus of some fashion. We have one
developed when our system was on manual cards (yes - it goes back
that far) but I contend that its use requires too much knowledge on the
part of the indexer and is too labor intensive and that full text
searching will do. Any enhancement would have to be done by
legal assistants, rather than by library staff or attorneys. Anyone
out there enhancing such a work product system with terms from a fixed
thesaurus (or have any feelings about the topic)?
