How can I replace missing volumes?

WEST publishers cannot provide me reissues of several missing volumes
of the U.S. Congressional and Administrative News Service; they did
FAX to me an inventory sheet of sorts.

Listed below are the missing volumes:

86th Congress both sessions
87th Congress both sessions
88th Congress vol. 1 of second session
92nd Congress first session

These disappeared long before Checkpoint security was installed. Any
ideas as to how I can complete this set? Thanks.
