I might add that, as a bonus, a citation system which is based
on paragraphs rather than pages will provide finer points of
access to the researcher. (Assuming, of course, that Wisconsin
judges write their paragraphs smaller than pages :) .) As a
law student, I do not consider this advantage trivial. After
some time getting used to it, I am convinced that most people
would find it a faster and more convenient method of locating
cited material.
