mexican legislation/stockmarket reforms

Acting on the theory that many brains are better than a few brains, I thought I
would put out this query to the list:

One of our faculty members whose speciality is securities found three stories
on proposed legislative reforms of the Mexican stock market practices, and a
reference to an "accord" signed by the US, Canada, Mexico and 11 other Latin
Americna countries. he would like to see the proposed legislation (see the
following descriptions) and also the accord, he reads Spanish (whew, the only
easy part of this). My questions are this:

-I searched on Nexis and a few Dialog files on Westlaw, is there a source/file
of Mexican business materials I missed, my searches turned up nothing?

-Is there a file with proposed Mexican legislation, is there some sort of
commercial service which can provide these materials?

-Has anyone heard of the "Council of Securities Regulators of the Americas",
they are not in the encyclopedia of associations, any information on them or
how to contact them would be appreciated.

Theinformation I have about the proposed legislation is as follows:

--one story, dated 6/14/93, said a solution proposed by a committee of
goern,ent financial officials, Bolsa (Mexican Stock Exchange) executives and
brokers would permit: public offerings in Mexico for foreign companies with
the same disclosure requirements Mexican companies must meet; over the counter
trading in securitites that Mexican companies issues abroad; cpmputer trading
in foreign issues not listed on the Bolsa.

--another story referred to legislation which would be introduced shortly, the
story is dated 5/6/93 aimed at regluating insider trading.

Well, I know I'm not asking for much ( :) , just kidding), but any tips would
be most appreciated.
