Thanks to Judy at Dickinson who responded by fax and to a librarian in
Delware who called (sorry I don't remember your name) about the old
Pennsylvania law I requested. Both located 15 Pennsylvania statutes at
large 174. I am going to forward this to the professor, but I'm still
convinced that the Smith's laws cite (3 Sm.L. 186) is a different
law--Purdon's chronological tables lists 3 Sm.L. 186 as being repealed
1860, March 31, P.L. 427 sec.79; The law in v.15 of Pa Stat at Lg was
repealed March 31, 1861, Ch. 376, P.L. 1860, p.452. In addition, this law
gives its passage date as April 5, 1790, Ch. 1516.
I have searched OCLC for "Smith's laws" and for anything on Pennsylvania
law published in the 1800's but haven't even found anything like the 10
v. set that Surrency mentions on p.9.
So, those of you who also looked in the Pa. Stat at Lg, thanks for your
time. I'm still looking for someone with that illusive "Smith's laws". Or
someone who can confirm or deny that the Pa. Stat at Lg law is different
from the one I seek at 3 Sm.L. 186.
