You can read the full text of the legislation known as
"three-strikes-you're-out" online. Choose "Access Bill Text" from the
menu, then type the bill number for complete version history, bill
history, and status. The 3-strikes-you're-out law that Governor Wilson
signed in March was AB_971. The alternative legislation that Senator Kopp
proposed is SB_864. Kopp's legislation reserves the third strike for
"serious" felonies, whereas AB_971 kicks in upon conviction of any third
felony. The constitutional amendment that is on the November, 1994 ballot
was a voter's initiative and is essentially the same language as AB_971.
I don't have any pointers to its full text.
The other state that has 3-strikes is Washington. They passed a voter's
initiative in November, 1993. I don't have any further info on it.
