The proposed "Three Strikes" initiative in California does not exactly
have a name. The prefatory material begins:

       INITIATIVE MEASURE TO BE SUBMITTED DIRECTLY TO THE VOTERS

   The Attorney General of California has prepared the following
   title and summary of the chief purposes and points of the proposed
   measure:
       SENTENCE ENHANCEMENT. REPEAT OFFENDERS. INITIATIVE STATUTE.

...

A "Three Strikes" law substantially identical to the proposed initiative
has already been enacted and is in force in California. The bill number
(for the 1993/94 session) is AB 971. It is "chaptered" as Chapter 12
(Stats 1994 Ch. 12) and amends section 667 of the California Penal Code.

I do not know whether the initative is available on the 'Net, but
the enacted version of AB 971 is available (as are all versions of
all California Bills for this session) via anonymous ftp:

The California legislature has been trying to pass an alternate "Three
Strikes" law--so far without success (and even if they do, the initiative
remains on the ballot). The chief alternate contenders seem to be
AB 1568 and SB 864. Both would be available via FTP or gopher.
