Fees for use by paralegal schools

Do any academic law libraries have a system to charge either paralegal schools
or any other outside school for use of the law library? We are preparing to
institute such a fee in our private academic library and wonder if others do
the same and if so, how much is the fee? We hoped to accomplish several
things with the fee: 1) Impress on the administrators of such programs that
there is a cost to maintaining and staffing a law library; 2) Recoup some of
the cost from outside educational organizations that use our library to
make a profit; 3) Reduce the use.
        I would be interested in hearing from anybody out there who has such a
program, how much the charges are and how figured, and how well any of our
objectives have been met by your program.
