Old philosophy was that a distinct title required a distinct call #.
New philosophy is that title changes are no longer necessarily distinct.
The new philosophy as shown in California Appellate Reports make sense
because continuations are shelved immediately following the previous title.

Instead of off with the "U"s, University of Louisville Journal of Family
Law is shelved with the "J"s as a volume continuation of Journal of Family
Law.

But for California Reporters, why go through the considerable effort to
change the California Reports since they are cuttered by function and not
main entry.
So they shelve in the exact order they would as if they were we classified
under one cutter.
