Articles 61 and 62 of the Pharmaceutical Affairs Law (Yakujiho) discuss
cosmetics. We have a 1983 work in Japanese that is a commentary on this
law, and it has a list of substances in its discussion of article 61.

I occasionaly see advertisements for materials in English and Japanese
concerning the sale of drugs, cosmetics and food products in Japan. They
are very expensive, and very particular and specific, and we do not
purchase all of them for this collection.
An example that we *do* have in this collection is a work titled
"Standards & certification systems concerning drugs in Japan," which is
bi-lingual. This particular work doesn't seem to answer you question,
but the publisher may have other works that do. It is published by:
