We have also seen some unusual cites in West's Bankruptcy Reporter
in the last year or so, to which Bieber's, RLIN, Melvyl, etc.
provided no clues. What sometimes worked, and worked with your
question, is to go on the assumption that this is the newsletter of
an organization and look it up in the Encyclopedia of Associations.
Browsing "National Association of B...." in the keyword index led
to entry 5077 where the answer was found.
