            CIVILRTS - THE CIVIL RIGHTS DISCUSSION GROUP
            --------------------------------------------

 I want to announce the formation of a discussion group for law professors
and others writing, teaching and working in civil rights and civil
liberties and related areas in federal courts and constitutional law. At
the same time I invite your thoughts regarding such a discussion group.

 As I currently envision it, the scope of the group's discussions would be
fairly broad, emphasizing Reconstruction Era statutes such as 42 USC 1981,
1982, 1983 (especially) and 1985, Bivens actions and recent statutes such
as Title VII and the Civil Rights Act of 1991. We could discuss (and
announce) important issues, scholarly projects, teaching developments and
techniques, recent publications and so on.

 Three important developments prompt this announcement and the formation
of this group at this time.

 (1) First, a new Civil Rights Section of the Association of American Law
Schools is now being formed (we hope) under the able direction of David
Steinberg of Pittsburgh Law School. In fact, this section-in-formation
held its second meeting in Orlando last week (the first was last year)
with at least 25 in attendance for an excellent program dealing with
Albright v. Oliver, a section 1983 malicious prosecution case currently
before the Supreme Court. Jack Beerman of Boston University and Barbara
Rook Snyder of Ohio State spoke. If you support the formation of this new
section, please either call David at 412-648-1440, write him or write Jane
La Barbera at AALS, as soon as possible.

 (2) Second, my law school, Chicago-Kent, will in all likelihood be
inaugurating the Chicago-Kent Civil Rights Institute this year with me as
its director.

 This Institute will have two faces. The outward looking face will present
national programs on civil rights and civil liberties for law professors
and attorneys and judges. Those for law professors would tend to the
theoretical, while those for attorneys and judges would be more doctrinal
in nature. An example of the latter is the annual section 1983 program for
attorneys and judges that I have been running for over a decade now, most
recently with the cooperation of the American Bar Association. The
Institute will also develop publications on civil rights and probably
sponsor law review symposia as well. The inward looking face will focus on
curriculum development and the teaching of civil rights litigation skills
as well as theory to law students.

 (3) Third, and finally, Chicago-Kent is one of the leaders in law and
computers nationally. This assures that the discussion group will be
provided with the necessary technical assistance to assure that the group
functions smoothly. The group also might help identify important but hard
to get information that Chicago-Kent could assemble and store for future
reference.

 I hope that you are as excited about the formation of this discussion
group and its potential as I am. I look forward to hearing from you.
