binding unbound periodicals

The following questions deal with unbound periodicals:

1. Where are they located (reserves, closed stacks or regular
stacks)?

2. When do you pull a volume for binding (when you receive the last
issue of the volume or do you wait for the receipt of the first issue
of the next volume), and why at that issue?

3. How do you know to pull a volume to be bound (acquisition tags an
issue of the volume for circulation to pull, someone periodically
scans the shelves for completed volumes, or you depend on records)?

Please respond directly to me and I will summarize for the lawlib if
there is interest in the responses.
