Last time I checked (about a year ago), the _International Environment
Reporter_, a looseleaf service published by the Bureau of National Affairs
(Phone: 202-452-4200; 800-372-1033; Fax: 202-822-8092), has a section
summarizing Mexican environmental law (it might also have had a directory of
Mexican environmental agencies). I think it was one of the Reference File
volumes. The IER is online in the LEXIS legal database (ENVIRN library,
INTENV file), but I'm not sure whether the Reference File section has been
loaded on.
