There are actually two cites to Yertle in F.2d. The one by Rubin can be
found in Davis v. Williams, 589 F.2d 916, 917 (1979)
The other is by Judge Selya in Local Union No. 25 v. NLRB, 831 F.2d 1149,
1155 (1987).
