COURT LAW LIBS-LIBRARY CARDS

Do any of the state/court/county law libraries that are open to the
public issue library cards to their patrons? If so, what sort of
application/registration form do you use, what kind(s) of id do you
require? What type of card do you use (non-bar coded). Do you issue to
all patrons including judicial staff or do you restrict borrowing
privileges even if a public library?

We are in the process of developing District-wide (10 counties) circulation
policies and are contemplating using a library card for confidentiality,
etc. Any suggestions, samples would be most welcome.
