Hola INT-LAWers! Here are my long-awaited answers to the INT-LAW Internet
Hunt! As cyperspace changes all the time, I had to double-check the answers
to make sure things are still where I found them months ago, but here they
are. The Hunt was intended as a fun educational tool that would show
the usefulness of some of the Internet resources I've been touting
(the Washington & Lee, Cornell, & Wiretap sites) and some I've mentioned in
passing (such as "Veronica" & "Jughead"--methods for doing word
searches of gopher menus). All resources used are "free" on the
Internet.

1. Has Yoram Dinstein written any articles in Israeli law reviews? If so,
on what topic(s)?
Yes! The _Index to Israeli Legal Journals_ ("MISHPATEACH")
provides by the David J. Light Law Library of Tel Aviv University,
covers articles from 1976 to date, in Hebrew and in English. Internet
access to this _Index_ is provided via Washington & Lee. Telnet
liberty.uc.wlu.edu, login: lawlib, choose #10 "Legal Sources", then,
if you alphabetize the listings, #97 "Israeli Legal Journal Index (Tel
Aviv University)". If you do an author search, you'll find that Yoram
Dinstein has written about 12 articles in the _Israel Law Review_ and
the _Israel Yearbook on Human Rights_ on such topics as the
international human rights of the Soviet Jewry, legal aid to
developing countries, international criminal law, anti-semitism and
the United Nations, discrimination and human rights, etc.
2. Find a February 25, 1993 press release of the Office of the United States
Trade Representative (USTR) concerning the US-EC bilateral agreement on trade
in large civil aircraft ("Airbus"). Hint: it's "economic".

3. Does the Library of the Institute of Advanced Legal Studies in London own
Thomas H. Reynolds and Arturo A. Flores' _Foreign Law: Current Sources of

Yes! The Library's catalog is accessible via the Washington &

Advanced Legal Studies. You'll find that the University of London
Library has no copies, but the Institute's library has 1 copy on

4. Who is the U.S. Ambassador to Estonia?
Robert C. Frasure is the U.S. Ambassador to Estonia according to
the 1992 & 1993 _CIA World Factbook_. The Washington & Lee gopher

As of 16 December, 1993, it's 7.4260 according to the Federal

8. What is the GATT? Where can I get a description and address for it?
The General Agreement on Tariffs and Trade (GATT) is "a
multilateral treaty subscribed to by 103 governments, called the
"Contracting Parties"...[It] is both a set of rules and a

9. Find the text of U.S. President Clinton's May 28, 1993 statement on MFN
status for China. What does "MFN" stand for?
The Wiretap Gopher provides access to the President's statements
(gopher wiretap.spies.com), but I did a Veronica search for "mfn
china" to get directly to the text of the statement. From reading the
statement, "MFN" stands for "Most Favored Nation" (there's an Acronyms
and Abbreviations list on the Internet that can be used for this sort

11. Find out all you can about John H. Jackson (his e-mail address, where he
works, what he's written, etc.). Hint: he's in "academia".
The Directory of Legal Academia "resides" at the Cornell gopher
(gopher gopher.law.cornell.edu, #3 Directory of Legal Academia, #1
Search the Directory <CSO>; or telnet fatty.law.cornell.edu, login:
lookup). A query for "jackson" yielded his name, e-mail address,
postal/snail mail address, and institutional affiliation (University
of Michigan Law School).
To find out what he's written, I checked the University of
Michigan Library's online public-access catalog (OPAC)(I could also
have checked the U.S. Library of Congress' catalog if I gophered to
marvel.loc.gov): telnet hermes.merit.edu, host? mirlyn, terminal
type? vt100, at U of M screen, press return/enter key. I actually
used a local gopher that takes you directly to libraries, but the
instructions above are from the Index of Internet-Accessible Library
Catalogs (there are other guides that give you instructions for
Internet access to library catalogs). Anyway, from the catalog, I
found out that the "H" stands for "Howard", he was born in 1932, and
he's written books on antidumping law, implementing the Tokyo Round,
international competition in services, the world trading system, and
his most recent book, published in 1990, is _Restructuring the GATT
System_. I could have also searched the Law Library at Michigan's
online catalog (telnet lexcalibur.lib.law.umich.edu, login: um-lex,
enter v for VT100, enter y to confirm).
(P.S. to get out of a telnet session, I use the keys Control, ] (Ctrl,]); to
get out of a gopher session, I use Control, c (Ctrl,c)--it's
very important to know how to quit a telnet or gopher session, or you
get stuck in cyberspace somewhere--a very frustrating experience!)
12. What's the citation to the U.S. Immigration and Naturalization Service's
rule in the _Federal Register_ concerning the necessity of Yugoslavian
nationals traveling around the U.S. to carry a visa?
The INS' interim rules entitled "Unavailability of Transit
Without a Visa to Citizens of the Former Socialist Federal Republic of
Yugoslavia" are at 58 FR 4891 (19 Jan 1993) and 58 FR 43438 (16 Aug
1993). The _Federal Register_ (FR) electronic files are made

euthanasia law.
I found several New York Times articles cited when I did a
Veronica search for "euthanasia": "Dutch Move to Enact Law Making
Euthanasia Easier" (9 Feb 1993, page A1, 7); "Shame on the Dutch" (27
Feb 1993, page 15); "Dutch Parliament Approves Law Permitting
Euthanasia" (10 Feb 1993, page A5), and the Gopher Bookmark indicated
they were in the Bioethics Database at host site post.its.mcw.edu. I
had trouble reading the references, until I did a Veronica search for

Yes! Article 23(1) starts "States Parties recognize that a
mentally or physically disabled child should enjoy a full and decent
life..." The text of the Convention is part of the Multilateral
Treaties project.

and Diplomacy (Tufts) is an excellent Internet resource! It's
available via FTP, and several Internet sites such as Washington & Lee

Basil Gorbachuk of Michigan State University sent me an article
from the rec.sport.soccer Usenet newsgroup that had scores for the
European Cups, and I hear there's a SOCCER-L list!
