are unnecessary. When mores are insufficient, laws are unenforceable."

It seems familiar, but I can't place it. I tried The Quotable Lawyer,
Quote It II, 2,000 Famous Legal Quotations, Respectfully Quoted, and
Magill's Quotations in Context. (The requester had tried several other
sources already.) I also did a quick Lexis search (my own curiosity and
helping out an academic librarian seemed "educational" enough).)

Interestingly, Respectfully Quoted has something with all the right words,
almost, and the opposite meaning: "Because just as good morals, if they
are to be maintained, have need of the laws, so the laws, if they are to
be obeserved, have need of good morals." Niccolo Machiavelli, Discourses
on the First Decade of Titus Livius, trans. Allan Gilbert, book 1, chapter
18, p. 241 (1965)
