If this is truly the case, then cancelling library subscriptions because
they are "on-line" takes on a whole new meaning. Retention policy is a
problem if West and Mead (Lexis) are at the whim of the publishers. And
then, of course, both of the databases could purge any title of amount of
holding at any time without notice.
