Lyndon Johnson's commencement address at Howard University (June 4, 1965)
can be found in the 1965 volume (no. 2) of the GPO's "Public Papers of
the Presidents of the United States." While he does talk about jobs,
there is no direct reference to "affirmative action" in that speech,
however.
