There's not a whole lot in the New York City Charter, Code
or Rules. The relevant section of the New York City
Charter is Chapter 23, Department of Mental Health, Mental
Retardation and Alcoholism Services. The Chapter is only
four pages long.
The New York City Code seems to be silent on the subject.
Nor did I find anything in the Rules of the City of New
York.
