          Elaine:

There's not a whole lot in the New York City Charter, Code
or Rules. The relevant section of the New York City
Charter is Chapter 23, Department of Mental Health, Mental
Retardation and Alcoholism Services. The Chapter is only
          four pages long.

The New York City Code seems to be silent on the subject.
Nor did I find anything in the Rules of the City of New
          York.

Here's the Table of Contents for Official Compilation of
Codes Rules and Regulations of the State of New York, Mental
          Hygiene, Chapter VI:

                    Community Mental Health Services

                    Part

100 State Aid for Operating Costs
101 Financial Assistance for Capital Construction
                    102 Directors of Community Services
                    103 Unified Services Plans
                    104-110 (reserved)
111 Operation of Hostels for Mentally Disabled
112 State Aid for Halfway Houses
113 State Aid for Rehabilitation Programs
114 State Aid for Day Training Centers for the
                         Mentally Retarded

Call or e-mail if I can be of assistance.
